Employment:  The early part of my 60 years career was with professional Quantity Surveying firms, with contractors such as EllisDon Construction, and with developers such as Olympia and York Developments, during which time I independently completed two formal arbitration hearings. Later, I managed and operated the architectural firm that I founded in 1986, Parkin Architects Limited, during which time I independently completed one formal arbitration. I retired from Parkin in 2018.

 

Robust Hands-on Experience:  Preparation, analysis, and interpretation of specifications and construction contracts; estimating prices and scheduling for all construction trades work; on-site resolution of contractual disputes; on-site contract administration, field reporting, and troubleshooting; negotiating and resolving disagreements in change order values; project management and cost control; physical facilities assessments; feasibility and investigative reports; and business administration, financial, accounting, legal and marketing.

 

Project Experience:  Institutional, cultural, education, commercial, corporate, justice, recreational, municipal, civic, industrial, and residential. Project types include new construction and renovations of hospitals (including P3s), community centres, prisons, museums, laboratories, schools, and universities.

 

Volunteer activities:  Chartered Institute of Arbitrators Practice and Standards Committee member, 2005–2011: RICS Canada board member, 2005–2010; Americas’ representative to Alternative Dispute Resolution Policy Committee of the RICS, 2004–2008; Ontario Association of Architects Alternative Financing and Procurement Task Force member, 2007–2008; OGCA/OAA/MOHLTC Contract Documents Task Force member, 2006–2007: various volunteer positions at the CIQS, including a four-year term as President; prepared and presented Construction Organization and Management credit course at Centennial College, 1976–1990; and, construction expert witness testimony in Supreme Court, NL.
