Adjudication and Arbitration
Jerry has been an ODACC Adjudicator since October 2019. He has adjudicated cases ranging from under $10,000 to over $700,000, Technical content has involved concrete forming and placing, underground services, pavement, landscaping, windows, and walls, and architectural services.
Jerry is a professional engineer with a Master of Laws degree and an Advanced Certificate in Adjudication for Administrative Agencies, Boards and Tribunals - both from Osgoode Hall Law School. He has participated in the settlement of more than 100 cases as an expert, neutral, or hot tub facilitator. He is a Chartered Arbitrator and Qualified Mediator with 45 years of building engineering and contract administration experience, he is a strong proponent of dispute resolution guided by persons with subject matter expertise.
He has been a member of the Real Estate Council of Ontario Complaints and Discipline Committee since 2016 and is a member of the appeals panel for Professional Engineers Ontario concerning PEO notices of proposal to deny licensure.
He prides himself on the fast, affordable, and low-anxiety resolution of disputes.
Construction and Engineering Experience
His technical experience includes Contract Negotiation and Contract Administration, Building Design and Repair, Materials Deterioration and Remediation, Geotechnical Engineering, and Building Envelope Engineering for which he has been awarded the Ontario Building Envelope Council Award of Excellence and designated a Fellow of the association.
He has chaired or been a member of numerous Canadian Standards Association technical committees.
As a recognized building assessment, repair, and valuation of claims expert, Jerry is called upon to give seminars and author articles on adjudication, contract management, building materials deterioration, and methods of repair.

As an arbitrator and adjudicator, Jerry is a strong proponent of fairness and allocation of responsibility to those who should know what is required of them.
As an engineer, he understands how buildings work, how they are designed, and what performance standards apply.
As a contract administrator, he knows how agreement structure and content can be crafted to allocate duties and associated responsibilities so the work is done right so that reasonable and appropriate payment terms are in place, and so that the people doing the work get fair compensation for work done right.
