Bert’s construction experience began with design and construction project management in the Provincial and Municipal Sectors for 12 years. This was followed by 31 years in the private heavy construction sector with a Privately Owned Business.

During Bert’s tenure at the Region of Ottawa Carleton his work involved the Project Management of the Rapid Transit Busway which included Structure, Roadway and Station design and construction. The work involved writing specifications, tendering contracts and Managing the Construction.

The opportunity to work in the Private Sector allowed Bert to see how the other side of the construction sector operated. As the General Manager of a large infrastructure Bert worked with a team of Project Managers and Estimators to Tender and Manage various road contracts. As the General Manager of Beaver Road Builders (a division of R.W. Tomlinson Ltd.) it became necessary to Develop a Competitive Staff, Negotiate Union Contracts and Manage Equipment Fleets. Roadway construction included the Manufacturing of Asphalts and Roadway materials. This required the creation of a CCIL Certified Lab.

As R W Tomlinson Ltd. grew to be the largest infrastructure Contractor in Eastern Ontario Bert created a team that worked in the Heavy Civil Sector. This included a Portable Asphalt Plant and a Structures Division predominately working on MTO and Municipal Contracts. Bert was responsible for all Construction activities as the Executive Vice President.

The last 3 years of Bert’s career involved a Joint Venture on a large Tunneling Project. The work involved construction of numerous shafts, 6 kilometers of hard rock concrete lined tunnel and odour control buildings. This contract required that claim negotiations be carried out using a Dispute Resolution Board.
