Adjudicator Profile
Amr Mostafa is a licensed Lawyer with the Law Society of Ontario (LSO), a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO), a certified Project Management Professional (PMP), and an Adjudicator for Administrative Agencies, Boards, and Tribunals. He is also registered with the Ministry of Transportation of Ontario (MTO) for Advanced Issues Resolution (TLT131).
With over 30 years of multidisciplinary experience in capital construction projects, contract administration, and claims management, Amr brings deep expertise across engineering, legal, and commercial domains. His knowledge spans the interpretation and application of contract law and Ontario legislation, and he is highly skilled in drafting both technical and non-technical contractual terms and specifications.

Born in Cairo and educated in the French system, Amr earned a B.Sc. in Civil Engineering (1989) and completed post-graduate studies in Structural Engineering (1991). He later pursued law, earning an LL.B. (2003) and an LL.M. in International Business Law (2012) from Indiana University. His career began as a Bridges and Special Structures Engineer with a multinational consultancy firm and evolved into senior roles such as Legal Counsel for a major oil and gas corporation.
Throughout his career, Amr has held leadership positions in mega infrastructure and energy projects, including Project Manager, Asset and Real Estate Supervisor, Customer Service Manager, and Legal Counsel. After relocating to Ontario, he applied his broad expertise within the Food & Beverage sector and later contributed to Ontario’s Regional Transportation Mega Program as a consultant. He now operates his own legal services practice.
Outside of his professional life, Amr is a former Olympic diver and an active practitioner of Japanese Aikido. He is also a proud father of two.
